Hij studeerde in Groningen, maar werkte vrijwel zijn hele leven aan de Leidse Sterrewacht. Oort stond aan de wieg van de Nederlandse radiosterrenkunde en van de Europese Zuidelijke Sterrenwacht (ESO) in Chili. Hij werd secretaris-generaal en president van de Internationale Astronomische Unie. Hij was een groot organisator, die ook na zijn emeritaat actief bleef. Dat Oort zoveel bereikt heeft, is niet alleen te danken aan het feit dat hij een zeer goed sterrenkundige was, maar hij had ook het geluk om in de juiste tijd te leven: de radiosterrenkunde werd uitgevonden, astronomen kregen de beschikking over computers, en satellieten maakten het mogelijk om waarnemingen te doen in golflengten die niet tot nauwelijks het aardoppervlak kunnen bereiken. Hij legde een giftige appel in een mand, schudde de appels door elkaar en at iedere dag een appel op. Tot hij de giftige appel trof. Vorig jaar kreeg hij officieel eerherstel van de Britse overheid.
