Het bijzondere van dit hemelverschijnsel is dat deze zogenaamde Venusovergangen altijd in paren met een tussentijd van 8 jaar voorkomen. Het verschijnsel is uiterst zeldzaam, het duurt namelijk meer dan een eeuw voor er weer één te zien zal zijn. Halley wist dat hij niet oud genoeg zou worden om het wereldwijde project zelf te organiseren, daarom schreef hij een tien pagina's lange verhandeling voor zijn toekomstige collega's. Daarin gaf hij precies aan wat ze moesten doen en waar ze volgens hem de meeste kans hadden om het verschijnsel te observeren. Halley ging ervan uit dat wanneer de sterrenkundigen de exacte tijdsduur van de Venusovergang wisten, ze de afstand van de aarde tot de zon konden bereken. <div class="separator" style="text-align:center;clear:both;"> </div> <a></a></div> <div style="text-align:justify;"> Wat visie betreft hadden de astronomen in 1760 het tij mee. Het was het tijdperk van de Verlichting, waarin het rationele denken het steeds meer won van mythes en bijgeloof. Op 30 april van dat jaar nam de 72 jaar oude Fransman Joseph-Nicolas Delisle in de Acadèmie des Sciences het voortouw om Halley's ambitieuze expeditie van de grond te krijgen. Talloze brieven gingen de deur uit naar o.a. wetenschappelijke instituten in Engeland, Zweden en Rusland. Deze instituten gingen vervolgens op zoek naar mensen (zowel professionals als amateurs) en de benodigde financiën voor de verre reizen en kostbare meetinstrumenten. Om de bewaarders van de schatkist te overtuigen beriepen ze zich niet alleen op de grote wetenschappelijke waarde van het project, maar ook op het prestige dat hun land daarmee ten deel zou vallen. Zoals Halley al aangaf leek het voor de hand te liggen om de overzeese koloniën te gebruiken als observatiepunt in de Oost en West. Daarvoor zouden de sterrenkundigen, mee kunnen reizen met schepen die deze plaatsen aandeden op hun handelsroute. Bovendien, zo werd beargumenteerd zouden de meereizende wetenschappers verdienstelijk kunnen zijn bij het verbeteren van de navigatiekaarten van de vaarroutes en het in kaart brengen van de koloniën. Een van de verste en belangrijkste observatieposten was Batavia, maar de Republiek der Zeven Verenigde Nederlanden was niet bereid een expeditie te steunen omdat 'het nut van de astronomie voor de mensheid niet voldoende werd ingezien in de Nederlandse samenleving'.
